According to one Skyrim fan, this is a visual bug and thaiborg is still getting the desired 20% reduction in time between shouts.

A Skyrim fan also shares a neat trick that allows players to exploit a bug related to shrine blessings in the game. Users reportedly need to play an unpatched version of Skyrim and drink a restoration potion before activating the shrine. The player claims that this will result in a bigger buff with a longer duration, but it will still show as 0% like the given image.
